The City of Burnaby currently has an exciting opportunity to join the Information Technology Department’s Business Solutions team in a leadership capacity. Reporting to the Manager Systems Support and Maintenance, the Senior SAP HCM Payroll Systems Analyst leads project, functional, technical and development teams engaged in providing support to the identification of business needs, design, development, configuration, deployment, testing and sustainment operations of HR Payroll, Records and Benefits systems and applications at the City, including but not limited to SAP HCM Personnel Administration, Time Management, Payroll Accounting, Organizational Management, SuccessFactors LMS, and integrations to other applications. Plans, organizes, leads and participates in detailed analysis, design, development, and configuration within the above applications and systems. Plans, executes and monitors the release upgrades of relevant systems and applications. Functions as the primary point of contact for People and Culture and Payroll business teams to plan, discuss, and prioritize their IT requirements across all application modules. Provides advisory services in broader technology-enabled business change (integrator selection, vendor selection, application studies, solution architecture, or program diagnostics and recovery); assists departments in developing strategic plans and preparing business cases for acquisition of new technologies and oversees related capital, project and operating budgets. Facilitates client process walk throughs.  Provides technical advice and assistance; direction, guidance and coaching to staff.  Represents the department at grievance hearings, arbitrations and labour management meetings. Maintains liaison with a variety of external contacts such as consultants, vendors and service providers. Prepares and maintains a variety of reports and records relative to the section’s activities; prepares and presents reports to senior management; keeps abreast of recent developments in SAP Human Capital Management and Canadian payroll.  Performs related work as required.

Qualifications include a Master’s level in computer science, business or related discipline and considerable related experience at the project management or supervisory level, or an equivalent combination of training and experience.  Project Management certification such as PMP is preferred. The ideal candidate requires thorough knowledge of SAP HCM Payroll and Time modules; Senior level experience configuring SAP HCM modules for Canadian Payroll and Benefits, Human Resources and Canadian Payroll business processes; problem definition and analysis applicable to business processes and systems planning, administrative principles and practices including modifications, upgrades and maintenance; change control and change management processes; project management methodology, processes, and governance used by the City; departmental policies and procedures; information technology platforms, functions of departments served, their operational methods and requirements as applied to information technology, project management in leading project teams, coordinating in and participating in system implementation, testing and quality assurance. Ability to assign, supervise and review the work of team members and provide functional leadership; lead project in ERP software development and quality assurance; communicate effectively orally and in writing and present in non-technical language to various levels of management; assess business processes and align with technical solution functionality; establish and maintain effective working relationships with a variety of internal and external contacts.
